डिजिटल सिग्नेचर सर्टिफिकेट्स Digital Signature Certificate (DSC)

Digital Signature Certificate Dongle DSC । Class-2 Digital Certificate । Class-3 Digital Certificate । DSC Dongle Type 2 । DSC Dongle Type 3 । DSCs Type 2 and Type । DSC Guideline inHINDI डिजिटल सिग्नेचर सर्टिफिकेट्स (डीएससी) भौतिक या कागज रूप में उपलब्ध सर्टिफिकेट्स का डिजिटल रूप (इलेक्ट्रॉनिक फॉरमेट) होते हैं. कागज रूप में सर्टिफिकेट्स होते हैं – ड्राइवर लाइसेंस, पासपोर्ट या सदस्यता कार्ड. सर्टिफिकेट्स खास कामों के लिए किसी व्यक्ति की पहचान का प्रमाण होते हैं; उदाहरण के लिए, ड्राइवर लाइसेंस ऐसे व्यक्ति की पहचान का प्रमाण होता है, जो किसी देश विशेष में कानूनी तौर पर ड्राइव कर सकता है. इसी तरह, एक डिजिटल सर्टिफिकेट इंटरनेट पर अपनी पहचान को साबित करने, जानकारी या सेवाएँ लेने या किन्हीं डाक्यूमेंट को डिजिटल रूप में साइन करने के लिए प्रस्तुत किया जा सकता है.

DSC के लिए Latest Guidelines

As per the recent CCA guidelines, only Class 3 Digital Signature Certificate Dongle will be issued w.e.f 1st Jan 2021.

प्रमाणीकरण प्राधिकारी नियंत्रक (सीसीए) The Controller of Certifying Authorities (CCA) ने दिनांक 1.1.21 से Digital Signature Certificate (DSC) जारी करने के लिए अपने नियमों में संशोधन किया है.

Certifying Authorities 1 जनवरी 2021 से केवल Class 3 Individual and organization Certificates ही जारी कर सकेंगे. और 31 दिसम्बर 2020 के बाद से Class 2 DSC Certificates जारी नहीं कर सकेंगे.

CCA guidelines के मुख्य बिंदु :

• 1 जनवरी 2021 से सभी Organization DSCs पेपरलेस मोड पर ही जारी किये जावेंगे. Certifying Authorities द्वारा पेपर मोड पर Organization DSCs जारी नही किये जा सकेंगे.
• 1 जनवरी 2021 से सरकारी अधिकारियों को Digital Signature Certificate Dongle (DSCs) जारी करने हेतु वीडिया सत्यापन अनिवार्य होगा.
• वे उपयोगकर्ता जिनके पास क्लास 2 DSC है वे उनका expiry होने तक उन साईटो पर उपयोग कर सकेंगे जब तक कि वे इन्हें स्वीकार करती है.

Digital Signature Certificate के सम्बन्ध में राजस्थान सरकार का आदेश दिनांक 19-01-2021

राजस्थान सरकार के उक्त आदेश में मुख्य बिन्दु निम्न प्रकार हैं :

• वर्तमान में राज्य सरकार के सभी सम्बन्धित अधिकारियों के डिजीटल हस्ताक्षर के डोंगल DSC Class-2 के बने हुए है. (हालांकि संभवतः कुछ DDO ने पूर्व से ही DSC Class-3 डोंगल ले रखे हो सकते है ऐसे DDO को कुछ कार्यवाही नहीं करनी है)
• अब डिजिटल सिग्नेचर सर्टिफिकेट्स हेतु DSC Class-2 के डोंगल बनना (जारी होना) बन्द हो गये है.
• अब नए सभी डिजिटल सिग्नेचर सर्टिफिकेट्स हेतु DSC Class-3 के डोंगल ही बनाये (जारी किये) जावेंगे.
• पुराना Class-2 DSC डोंगल Expiry होने पर अथवा नए अधिकारी/डीडीओ का डोंगल Class-3 का ही बनेगा.

डीडीओ को क्या करना होगा

• वर्तमान Class-2 डोंगल की एक्सपायरी से कुछ समय पूर्व ही क्लास-3 डोंगल बनवा लेना सुविधाजनक रहेगा.
• अथवा तो Class-2 डोंगल की एक्सपायरी के बाद तो क्लास-3 डोंगल बनवाना ही पड़ेगा.

डिजिटल सिग्नेचर सर्टिफिकेट्स के प्रकार

DSC Class 1 Certificate

Assurance Level: Class 1 certificates shall be issued for both business personnel and private individuals use. These certificates will confirm that the information in the application provided by the subscriber does not conflict with the information in well-recognized consumer databases.

Applicability: This provides a basic level of assurance relevant to environments where there are risks and consequences of data compromise, but they are not considered to be of major significance.

DSC Class 2 Certificate

Assurance Level: These certificates will be issued for both business personnel and private individuals use. These certificates will confirm that the information in the application provided by the subscriber does not conflict with the information in well-recognized consumer databases.

Applicability: This level is relevant to environments where risks and consequences of data compromise are moderate. This may include transactions having substantial monetary value or risk of fraud, or involving access to private information where the likelihood of malicious access is substantial.

DSC Class 3 Certificate

Assurance Level: This certificate will be issued to individuals as well as organizations. As these are high assurance certificates, primarily intended for e-commerce applications, they shall be issued to individuals only on their personal (physical) appearance before the Certifying Authorities.

Applicability: This level is relevant to environments where threats to data are high or the consequences of the failure of security services are high. This may include very high value transactions or high levels of fraud risk.
